Thomas Buchmueller

Thomas Buchmueller is a research associate in the NBER’s Health Economics and Health Care programs. He is the Waldo O. Hildebrand Professor of Risk Management and Insurance and Professor of Business Economics and Public Policy at the Stephen M. Ross School of Business at the University of Michigan.

He has published widely on the economics of health insurance markets and on health insurance reform. In recent years, much of his work has focused on the impact of the Affordable Care Act, especially of Medicaid insurance coverage expansions, on outcomes such as uncompensated care, household consumption, and hospital finances. His recent work also examines the effect of prescription drug monitoring programs on patterns of opioid use and misuse.

Buchmueller is currently editor-in-chief of the American Journal of Health Economics. For the past five years, he has served on the Board of Directors of the American Society of Health Economists. From 2011 to 2012, he was senior health economist on the White House’s Council of Economic Advisers.

He earned a B.A. in Economics from Carleton College and a Ph.D. in Economics from the University of Wisconsin at Madison. Prior to joining the faculty at the University of Michigan, he was on the faculty at the Paul Merage School of Business at the University of California at Irvine.

Buchmueller has had the pleasure of spending sabbaticals in Australia and France. He enjoys traveling with his family and spending time with his dog, a bluetick coonhound.
